Why is modern technology not enough when organizations continue to rebuild yesterday’s problems

Most application modernization initiatives start with the wrong objective.

They focus on migrating applications rather than reducing complexity.

For years, organizations have invested millions building software and treating code as a strategic asset. Today, that assumption is increasingly outdated. Code ages, accumulates complexity and technical debt, and eventually becomes a barrier to innovation rather than an enabler.

At the same time, application portfolios continue to grow. Creating a new application is often easier than evolving a legacy one. The result is more duplication, more integrations, more maintenance effort and higher costs. This challenge affects every technology landscape—from ABAP/SAP and Oracle Forms to custom-built applications and low-code platforms such as OutSystems.

Traditional modernization approaches rarely address this problem.

Lift-and-shift migrations and code-to-code transformations simply relocate existing complexity into a new technology stack. The applications remain the same. The integrations remain the same. The operational costs remain largely the same.

Imagine a code-to-code migration involving hundreds of applications and integrations. At the end of the initiatives, the organization still owns the same landscape, with the same functional overlap and the same architectural complexity. In many cases, the migration consumes so much budget, time and organizational energy that any meaningful portfolio simplification initiative is postponed for years.

The problem is not the technology.

The problem is the portfolio.

Start with the Business, Not the Code

The AI-Driven Modernization Approach (AMA) changes the conversation completely.

Instead of generating a modernized application directly from legacy code, AMA first discovers and validates the business requirements embedded in the existing solution. The new application is then generated from those requirements rather than from the legacy implementation itself.

Artificial intelligence combines two complementary perspectives:

  • Observation of how users actually interact with the application.
  • Intelligent analysis of legacy code, business rules, data structures and dependencies.

This helps answer a fundamental question:

What does the business truly need from this application?

The answer is often surprising.

Obsolete functionality and dead code can represent as much as 40% of a legacy application. Reproducing everything automatically means spending money to preserve complexity that no longer creates business value.

Although more sophisticated than traditional migration approaches, this methodology creates the foundation for:

  • Eliminating functional redundancy.
  • Supporting testing and validation of the modernized solution.
  • Completely decoupling the new application from legacy technologies and architectures.
  • Aligning with existing software engineering and governance processes.
  • Consolidating multiple legacy applications into a single modern solution through requirements rationalization.

Most importantly, it creates a unique opportunity to rethink the target landscape before rebuilding it.

Reshaping the Application Portfolio

Having spent decades working in Enterprise Architecture and Application Portfolio Management, I find this to be the most exciting aspect of AI-enabled modernization as we propose.

For the first time, organizations can look at a group of legacy applications and redesign the future landscape based on business requirements rather than historical implementation decisions.

Similar capabilities can be consolidated. Redundant processes can disappear. Several applications can become one. Unnecessary integrations can be removed. New solutions can be built according to current architecture, security and development standards.

The result is less code, fewer dependencies, lower operational costs and faster delivery.

But the most important outcome is control.

The best modernization initiative is not the one that migrates the most applications. It is the one that enables the organization to reshape its application portfolio.

Modernization should not give the past a new technology.

It should give the business a different future.
